VMware tools were not running in Active directory and Exchange servers for some period of time. And the system clock was running in wrong time. Pushing VMware tools in all the machines in the environment.
Have corrected the time across the guest machines. Which stopped the Information store as The Active directory topology services was not able to understand the environment.
Even restarting the server doesn’t seem to fix the Information store service.

Get into Exchange Server.
Netdom query FSMO
Netdom query DC
Get the AD Server name,
Net time \\ADServerName /Set
Restart Microsoft Exchange Topology Service
